The new enrollment targets the end of the summer and are set to be implemented next year.
Schools will have a three-month window to enroll students for the fall semester, with more than half of schools expected to be open for classes by the end, according to the report.
In a separate report, the Education Department reported the number of new students enrolling in high schools in the 2017-2018 school year was 8,000, down from 10,000 in 2016-2017.
However, it added that enrollment in high school students was up 11% from 2016-17, as they continued to study and graduate.
The number of students entering kindergarten and first grade increased slightly in the first quarter of 2018.
However the number fell by 5% in the second quarter.
The department also said it expects that the number and rate of students leaving the nation’s schools will continue to rise, and added that the increase in students leaving schools was due to the number receiving Pell Grants and other financial assistance.
